On May 12, the White House issued the Executive Order on Modifying Reciprocal Tariff Rates to Reflect Talks with the People's Republic of China, announcing that from 00:01 a.m. on May 14, Eastern Time, the 91% tariffs imposed on Chinese goods on April 8 and 9, 2025 will be revoked, and the 34% reciprocal tariff measures imposed on April 2, 2025 will be adjusted, of which 24% tariffs will be suspended for 90 days, leaving only 10%. At the same time, the United States has significantly reduced or canceled the additional taxes on small packages from China, reducing the ad valorem tax rate for international mail from 120% to 54%, and canceling the plan to increase the ad valorem tax from US$100 per piece to US$200 per piece originally scheduled for June 1, 2025.

In response, China also simultaneously adjusted the relevant tariffs and non-tariff countermeasures imposed on the United States.

Driven by favorable policies, the demand for container transportation from China to the United States has surged. Data from a trade tracking agency on May 15 showed that after the United States and China mutually reduced tariffs, container bookings from China to the United States soared by nearly 300%. The average bookings for the seven days ending May 14 were as high as 21,530 TEUs, far higher than the 5,709 on May 5.
